Chapter 65 Police Department Expands Recruitment
Chapter 65 Police Department Expands Recruitment
An unused street-front warehouse that originally belonged to the police department was suddenly given a brand new sign overnight – [Konoha Peace Comprehensive Service Co., Ltd.]
Beneath the sign, there was no boisterous opening ceremony, only two rows of burly men in black fitted uniforms and sunglasses standing straight. On the left was the cold-faced Uchiha, and on the right were the solemn-looking members of the Hyuga branch family.
This lineup, capable of stopping a child's crying, attracted the attention of countless wealthy businessmen.
"What's this all about? Has the police department gone into business?"
"Shh, look closely at that sign, it's a symbol of 'peace'! I heard that if you buy their services, even bandits will avoid you!"
Behind the counter, Nishikawa Tetsuya, dressed in a well-tailored suit of his own design and wearing a professional fake smile, was receiving his first "big customer"—the silk tycoon, Mr. Tanaka, from the capital of the Land of Fire.
"Mr. Tanaka, I've heard you've been worried lately that your goods might be stolen by wandering ninjas on the way?"
Nishikawa Tetsu poured the other person a cup of tea, his tone gentle yet confident: "Excuse my frankness, but the C-rank mission teams you used to hire were too random and varied in skill level. But here..."
Nishikawa Tetsu snapped his fingers.
The curtain behind them was pulled back, revealing three fully armed security personnel.
In the middle is an elite Uchiha who has awakened the three-tomoe Sharingan; on the left is a Hyuga scout with bulging veins; and on the right is a massive Akimichi clan meat shield.
"The [Supreme Protection Package] provides you with a comprehensive and foolproof security experience."
Nishikawa Tetsu introduced it like he was promoting a luxury car:
"The Hyuga clan's Byakugan is like a living radar with a radius of one kilometer; not even a fly can get in. I don't need to explain the Uchiha clan's Sharingan and Fire Release techniques, right? Anyone they glare at dies. And then there's the Akimichi clan's human shield defense..."
"Once you buy this service, let alone a wandering ninja, even if an S-rank rogue ninja comes, we'll knock out two of his teeth."
Mr. Tanaka looked at the three pairs of eyes: red, white, and squinting, and swallowed hard.
These elite ninjas, who are usually only admired from afar, are now being offered for sale?
"How much...how much will this trip cost?" Mr. Tanaka asked, his voice trembling.
"Not much." Nishikawa Tetsu held up five fingers. "Five times the price of a regular B-rank mission, but you'll get a 'Peace' flag with police department certification to display on your convoy. Within the Land of Fire, this flag is status, it's a talisman."
"Bought it!"
Boss Tanaka slammed his hand on the table without hesitation: "Five times it is! That's the kind of prestige I want!"
……
Meanwhile, at the training ground in the backyard of the police department.
This place has been transformed into the "Konoha Fire and Safety Training Center".
"Look carefully! Fire is merciless!"
A Chunin Uchiha stood on a high platform, speaking solemnly to the dozens of trembling shop owners below.
"Fire Release: Great Fireball Technique!"
boom!
A huge fireball exploded in the open space, sending waves of heat through the air and making the shop owners turn pale with fright.
"See that? This is the consequence of failing the fire safety inspection!"
The Uchiha Chunin stopped his ninjutsu and picked up a red can with a police department seal on it from the side—it was a "concentrated water-style fire extinguisher" developed by Nishikawa Tetsu.
"Sizzle—"
White foam gushed out instantly, extinguishing the remaining flames.
"Now, compliant merchants who want to open a store must purchase two fire extinguishers, participate in a three-day safety training course, and be issued a 'Fire Safety Qualification Certificate' after passing the assessment. Fire extinguishers must be replaced every two years."
The chunin said sternly, "Anyone without a license will be considered a major safety hazard and ordered to rectify the situation!"
The business owners in the audience looked at each other in bewilderment, then rushed to pull out their money.
"Buy! We'll buy! As long as they don't have to make changes, we'll buy ten!"
Minato Namikaze, standing at the second-floor window, watched this scene with a twitching at the corner of his mouth.
"Is this guy, Che, really not extorting me?"
"This is a legitimate administrative fee."
Fugaku was standing behind him at some point, holding a cigar that he had just received from a client at the "security company." Although he didn't smoke, the cigar gave him a boss-like aura.
"Moreover, that fire extinguisher is really useful. Yesterday, a frying pan caught fire in the third block, and the boss put it out with just one spray of this. He even sent a banner to him as a token of his appreciation."
Fugaku looked down at the long line of people waiting to pay, a complex light flashing in his eyes.
"Minato, do you know? In the past, the Uchiha needed bloodshed and killing to gain the villagers' respect, but now..."
Fugaku shook the cigar in his hand and gave a wry smile: "All we need to do is sell fire extinguishers and help them transport goods on the side."
"Not only did he make money, he also gained fame. Che... he really knows how to read people's hearts."
However, as business boomed, a new problem arose for Fugaku.
We don't have enough manpower.
The police department originally had a fixed staff, but now it has to maintain daily patrols, allocate some elite personnel to generate revenue, and the rest are responsible for fire training and paperwork.
The Uchiha clan members nowadays are so eager to use each person as if they could split them into three pieces. Even the members of the Hyuga branch family have huge dark circles under their eyes every day, complaining that they're overusing their Byakugan.
"We must increase enrollment."
Back in his office, Fugaku slammed a thick "Application for Expansion of Police Department Personnel" on the table, his expression grave.
"There is a significant shortage of police officers right now. If we don't bring in fresh blood, our business empire will not be able to continue expanding, and it may even affect normal public order maintenance."
Nishikawa Tetsu nodded, his hands still busy counting money: "Money makes things easier. We have sufficient funds now and can support more people. Have you submitted the application?"
"I submitted it to the Hokage's office yesterday," Fugaku said confidently. "We're currently getting paid the least amount of money but doing the most work, with the revenue split 30/70 between the police department and the village's finances. I don't think the higher-ups have any reason to refuse."
However, reality dealt this young clan leader a heavy blow.
In the afternoon, a member of the secret service appeared in the office, coldly placed a document on the table, and then vanished in an instant.
Fugaku picked up the document, his face instantly turning ashen.
The document was stamped with the bright red seal of the Hokage Advisory Group, along with two glaring characters: "[Rejected]".
The annotations below are even more grandiose:
The Police Department is the cornerstone of Konoha's security, and its staffing must be strictly controlled. Currently, there is no major unrest within the village, and the existing police force is fully capable of meeting the needs. Blindly expanding recruitment could easily lead to management chaos and risks privatizing public power. The Police Department is urged to adhere to its duties and avoid putting the cart before the horse.
"You bastard!"
The document in Fugaku's hand was instantly crumpled into a ball of scrap paper, and black chakra pulsed at his fingertips, clearly indicating that he was now truly enraged.
"What mismanagement? What privatization allegations? This is clearly that old bastard Danzo's doing!"
Fugaku gritted his teeth and said, "He can't stand seeing us make money, but he doesn't want us to control more ninja forces. He wants to use the organizational structure to shut us down, so that even if we have money, we won't have anyone to use!"
Minato Namikaze frowned as he looked at the enraged Fugaku: "If we don't approve the expansion of regular ninja recruitment, many of our operations really can't be carried out, since missions require ninja identification numbers..."
"That's the arrogance of power."
Nishikawa Tetsu picked up the crumpled paper, slowly unfolded it, and looked at the comments on it, his eyes gradually becoming deep and unfathomable.
"What they're blocking is the ninja organization and the right to issue headbands. In their logic, only ninjas can carry out missions, and only ninjas can enter the police department."
"What should we do then?" Fugaku took a deep breath, suppressing his anger. "Should I lead my clansmen to the Hokage Building for a sit-in protest?"
"It's useless; that would just give Danzo leverage against us."
Nishikawa Tetsu threw the document into the trash can, a mocking smirk playing on his lips.
"Senior, rules are rules, but people are flexible. Since they won't give us regular army positions, then we'll just give up on them."
"You don't want it anymore?" Minato and Fugaku were both stunned.
Nishikawa Tetsu took out a new plan that he had prepared long ago from the drawer and slammed it on the table.
"We don't hire ninjas, we hire contract workers, or... temporary auxiliary police officers."
"Auxiliary police officer?"
“That’s right.” Nishikawa Tetsu’s eyes gleamed. “There are many people in the village who graduated from the Ninja Academy but failed to become ninjas, many veterans who retired due to injuries but still have fighting ability, and even many strong civilians who are eager to make a name for themselves.”
"These people are not officially employed, are not under the jurisdiction of the Hokage Building, and are not on the ninja roster."
"But as long as we give them money, equipment, and training, and provide them with a baton and a uniform."
Nishikawa Toru pointed to the busy figures outside the window:
"They can help us patrol the streets, help us maintain order, and help us deliver goods."
"The higher-ups set regulations on the number of ninjas in the police department, but did they also stipulate that the police department can't hire security guards? Did they also stipulate that it can't hire porters?"
Fugaku was stunned, and then the anger in his eyes turned into ecstasy.
This is simply... the art of exploiting loopholes.
"Brilliant!" Fugaku slapped his thigh. "This not only solves the manpower problem, but it can even solve the village's employment problem."
"Moreover," Nishikawa Tetsu added, "these temporary workers are paid by ourselves and are only responsible to us. In a sense, they are more obedient than regular ninjas."
"Trying to strangle us with our own clothes?"
Nishikawa Tetsu's smile was so bright it sent chills down your spine.
"We'll post a notice in a bit: the Konoha Police Department is recruiting auxiliary police officers—or rather, security assistants—from the entire village. The pay is excellent, with room and board provided. Although we don't have headbands, we do get batons."
