Back when Kang obtained the Cosmic Cube, he was the most powerful enemy the Avengers had ever faced (and still is). But just six months later, Kang showed his true colors, becoming one of the most despicable characters.
Having lost the Time Stone and the Cosmic Cube, Kang could even be captured by Ultron, transformed into an Ultronian, and then used to control the S.W.A.R.D.'s time engines. He could also use this location to attack the Inhumans.

"Miss Amarklin, we are here to discuss how to combat Ultron, but your itinerary seems to prioritize scientists. Where are the leaders of Attila?"

Maximus smiled at this point: "The Crystal didn't bring you to the Throne Room entirely to protect your safety. Otherwise, you might have been killed instantly by the powerful Black Bolt. After all, not all of you can be as powerful as that Thor, can you?"
