After beating the thugs to the ground until they couldn't get up, Zheng Encai took out his phone and called Brock.
Calling the Gotham Police Department directly would be an option, but it's unclear whether they'll respond, or if so, when they'll arrive. After all, the incident happened in the East Side, not the Diamond District, so it's normal that no one has come yet.
If Gordon had become the director, things would have been different, but now Gillian Robb, who has close ties with Falcone, is still in that position.
Zheng En didn't have time to supervise them, so he simply used connections to find someone he knew better, Brock, to work with. Brock was the type who liked to slack off, so he would probably have more free time than Gordon.

"Are you coming or not? If not, I'll have no choice but to sink them in Gotham Bay to prevent future trouble." Zheng En was still speaking on the other end of the phone when Brock clicked his tongue. "Just you wait!"
After hanging up the phone, Zheng En looked up and saw a child curiously peering down. He had initially only peeked through a small crack, but after Zheng En started making the call, he mustered the courage to look down more closely.
That glance met Jung Eun's gaze.
He was so frightened that he shrank back, and only looked out again after a while.
The person who had been staring at him earlier was gone. The child rubbed his eyes and saw three bruised and swollen people lying on the ground in the alley, proving that what had just happened was not a hallucination.
He opened the window and poked his head out, only to spot a figure at the alley entrance a moment later.
After scaring the child away, Zheng En didn't pay much attention to it. Compared to this little incident, he was more puzzled by something else.
Who knocked out the dwarf?
At the alley entrance, the short man who had been with the others was lying on the ground, his mouth cut and his head bleeding, clearly having also been in a one-sided fight.
He hadn't seen the dwarf before and assumed the man was just keeping watch, and would make a hasty retreat if things went wrong.
In retrospect, this guess was only half right. He was indeed acting as a lookout, but he failed to escape and was beaten up by some unknown person, suffering a beating no less severe than that inflicted on his accomplices.
